The discover options for the hero power will take into account the board of your opponent at the beginning of the current tavern phase. Meaning there is no point in waiting to use it, because minions which your opponent bought during the phase will not be shown.
His hero power can also be used to scout what kind of lineup your next opponent is playing, as you will always see three minions which are on your opponents board.
