The available buddies in the Tavern respect their Tavern Tiers. They can also be discovered from tripling minions or special minions like Patient Scout.
Street Magician is a key buddy, when this anomaly is active.
The following are banned with this anomaly active.

Heroes: Millhouse Manastorm and all heroes without buddies (like Rock Master Voone)
Minions: All buddies usually banned for the E.T.C. and Friend of a Friend pool
